Springer Nature

“Editor(s) are expected to obtain a minimum of two peer reviewers for manuscripts reporting primary research or secondary analysis of primary research. It is recognized that in some exceptional circumstances, particularly in niche and emerging fields, it may not be possible to obtain two independent peer reviewers. In such cases, Editor(s) may wish to make a decision to publish based on one peer review report (Springer Nature, n.d.).

Taylor & Francis

According to Taylor & Francis (n.d.):
“To avoid the possibility of bias compromising the decision-making process, it is important to get reports from two independent peer reviewers for every published research article.”

“Obtaining reports from two independent peer reviewers reduces bias and reduces the chance that errors/flaws are missed.”

“Securing reports from two or more independent peer reviewers helps make sure a range of voices are presented and promotes fair and full evaluation. One individual expert may not be able to assess all elements of the submission. Inviting two or more independent reviewers enables rigorous evaluation of research.”
